Mass Stipends, Stole Fees and Honoraria 1
The Decree continues by pointing out that "formerly this contribution consisted predominantly in gifts in kind. In our day it has become almost exclusively monetary. However, the motive and purpose of the faithful's offerings have remained the same and have also been sanctioned by the Code of Canon Law (see canons 945.1 and 946).
From the above, it is clear that the purpose of the Mass stipend is two-fold, viz.
1. to respond to to the desire to participate more intimately in the Eucharistic sacrifice.
2. to contribute to the needs of the Church and sustence of her ministers.

The Decree cautions " because the matter direclty affects the Most Blessed Sacrament, even the slightest appearance of profit or simony would cause scandal". (See Canons 947 and 1385).
